What Changed and When
The UK Department for Education published updated apprenticeship funding rules governing all new starts from 1 August 2026. The policy applies exclusively to apprenticeships funded through the Growth and Skills Levy and requires every new start to follow an approved standard within a defined funding band. For the fitness sector, that means the Personal Trainer standard (ST0302), Level 3, administered by Skills England with Ofqual as the external quality-assurance body.
The funding document is not a minor procedural update. It resets the employer-contribution assumptions that gyms, leisure operators and training providers have been working to for the past several years, and it introduces an age-based split in government co-investment that directly affects the economics of enrolling adult learners.
The New Funding Split
Under the revised rules, the government will cover 100% of training and assessment costs — up to the funding-band maximum — for apprentices aged 16 to 24. For apprentices aged 25 or over, the government contribution drops to 95%, leaving employers responsible for the remaining 5%. This applies to non-levy employers and to levy-paying employers that have exhausted their levy account.
The funding-band maximum for ST0302 is set at £4,000, with a typical programme duration of 15 months. For a 25-or-over apprentice, the employer's 5% liability therefore reaches up to £200 per enrolment. That figure is modest in isolation, but for leisure operators running cohorts of adult career-changers — a common profile in personal training — the cumulative cost and the administrative requirement to track age-band eligibility represent a genuine operational adjustment.
Who This Affects in Practice
Three groups need to act on this now.
Training providers delivering the Personal Trainer apprenticeship must confirm that their delivery model, assessment arrangements and qualification mapping remain fully aligned with ST0302 and the current funding rules. The policy is explicit: no new start may follow an employer-designed course outside the approved framework.
Employers — particularly independent gym operators and multi-site leisure chains — need to update their enrolment processes to apply the correct co-investment rate based on apprentice age, and to budget accordingly for adult cohorts.
Assessment organisations should be communicating the August 2026 changes to their provider networks if they have not already done so, and beginning preparation for the March 2027 assessment transition described below.
A Second Compliance Deadline: March 2027
Separately, Skills England has approved a revised assessment plan for ST0302 under the 2025-26 apprenticeship assessment reforms. The replacement assessment arrangements will apply to new starts from 11 March 2027. The current end-point assessment remains in force until that date.
This is not a change to the occupational standard itself, nor does it constitute a new statutory licence for personal trainers operating in England. It is, however, a concrete compliance obligation for providers: assessment organisations and training schools delivering ST0302 will need to map their current end-point assessment delivery against the incoming version and identify where programme content, mock assessments or learner preparation materials require updating before the March 2027 transition.
Qualification Entry Requirements Remain Unchanged
The ST0302 standard continues to recommend that entrants already hold a Level 2 fitness-instructing qualification before beginning the apprenticeship. Successful completers remain eligible for CIMSPA Personal Trainer Practitioner membership. Neither of these conditions has been altered by the August 2026 funding reform.
What Providers Should Do Now
The immediate priority is a funding-rule audit. Providers should verify that their apprenticeship agreements, employer contribution schedules and enrolment documentation reflect the August 2026 policy, not the superseded framework. Any employer-facing materials that quote co-investment rates without distinguishing between the 16-24 and 25-or-over cohorts should be corrected.
For the March 2027 assessment change, providers have a window of several months to conduct a structured gap analysis between the current and incoming assessment plans. Skills England has published the approved revised plan; the work of aligning internal quality-assurance processes, assessor training and learner-facing guidance should begin now rather than in early 2027.
Providers operating across devolved nations should note that these rules apply specifically to England. Apprenticeship funding policy in Scotland, Wales and Northern Ireland is administered separately and is not affected by this update.
